iPhone and iPad: go to Settings > Screen Time > Content & Privacy Restrictions, turn restrictions on, then in the App Store purchases section set In-app Purchases to Don’t Allow. Set a Screen Time passcode so the setting can’t be changed.

Android: open Google Play, tap your profile picture, then Settings > Authentication > Require authentication for purchases, and choose For all purchases through Google Play on this device.

If your family shares purchases, Apple’s Ask to Buy and Google’s Family Link let you approve each purchase a child asks for.
